The Fracturing World Order in the Age of AI

At the beginning of 2026, the international security environment was shaken. The United States and Israel jointly attacked the Islamic Republic of Iran, not only starting another interstate war, but also marking the first time that the Islamic Republic of Iran was jointly attacked and is not only the start a new beginning in the history of war and world order. The AI-improved targeting, the gigantic attacks on the military infrastructure, and the assassination of the Supreme Leader of Iran have changed the geopolitical fault lines and raised grave concerns about the future of armed conflict, humanitarian norms, and the stability of the strategic environment.

These developments are a threat and a long-term strategic challenge to Pakistan, an immediate neighbor to the epicenter of this conflagration and a strategically important country in the fabric of Asian security. The traditional emphasis of Islamabad on strategic autonomy and regional security is confronting a new reality: the era of artificial intelligence, which is not only a weapon of war but also a driving force reshaping policy, morale, and even the very rationality of deterrence and peace.

The modern military has been integrating AI to accelerate decision-making, integrate information, and refine targeting. The U.S and Israeli forces during the war were feeding petabytes of intelligence data, including satellite imagery, signal intercepts, telemetry, and social data, into AI systems, which aided in identifying and targeting an incredible number of targets in a few hours. These systems have greatly shortened the kill chain between lethal force and intelligence.

The historic shift was not only in the speed of achieving the hits but also in the outsourcing of basic analysis functions to algorithms, which had been the prerogative of human discretion and judicial restraint. It is not a strategic and ethical discontinuity but a tactical development. AI in war is no longer a support technology; it is changing doctrine, blurring the boundary between kinetic and computational authority, and moving human decision-making to the margins of life-and-death issues.

The March 2026 strikes that killed some of the key leaders of Iran were popularly framed in the Western military context as a decisive strike. This decapitation would cripple the command and impair the warfighting capabilities. History and the first indications of the war refute this argument. Empirical research on recent operations has demonstrated that such types of strikes can be used to enhance national will rather than undermine it; they can enhance the image of rebellion and hasten the process of revenge and escalation.

Nevertheless, AI-mediated decapitation covenants that make norms unstable, by assuming that the leaders themselves can be surgically eliminated out of the equation, may lead to succession crises, domestic instability, or fracturing of the chain of command. This further adds to the likelihood of inaccuracy and uncontrollable escalation of a risky offer in a place where crises can readily enter the nuclear fray.

State behavior and systemic threat can be emphasized to a great extent in strategic narratives, but the human price cannot be relegated to the background. The speed of the war and the range of actionable targets are increased by AI-enabled targeting, which makes the civilian collateral damage more likely and widespread as a byproduct. The Iran war reports suggest that even complex systems label and rank targets wrongly, which results in tragic consequences such as attacks on civilian infrastructure and casualties.

The humanitarian loss, both moral and material, will have numerous implications on other states, particularly Pakistan, which is socially, culturally, and economically connected with South and West Asia: the transnational migration, the refugee flows, the economic relationship, and the religious affinities imply that the mass conflict and the huge number of victims have direct humanitarian spillovers. In addition, the disruption of the Gulf trade routes, which Pakistan depends heavily on to access energy, has already contributed to the economic shock and energy shortages.

The use of AI in war, especially decapitation warfare, is also a challenge to the international legal systems. The use of force, except in self-defense or with the permission of the Security Council, is prohibited in the Charter of the United Nations. The rapid creation of automated systems that are capable of identifying and dispensing lethal force without being openly examined undermines those pillars. It runs the risk slip into a Hobbesian security environment in which might, in particular, justifies itself.

As these dynamics change, Pakistan ought to realign its strategic frameworks in such a way that the national interests are not compromised. This needs proactive policies that acknowledge the changing role of AI in deterrence, escalation threats, and crisis management. To begin with, Islamabad ought to promote regional weapons control initiatives on AI and autonomous weapons, which would restrain destabilizing operations, such as unregulated targeting systems and decapitation-like assaults. Such measures would help in preventing the escalation of threats in South Asia. Secondly, Pakistan needs to become a more active participant in multilateral forums by signing binding international standards on AI in warfare that safeguard human agency and reestablish the primacy of international law. Meanwhile, Pakistan needs to enhance humanitarian preparedness by enhancing civil defence, emergency response, and regional cooperation networks, understanding that AI-driven conflicts may arise quickly and unpredictably. Last but not least, diversification of energy sources, empowerment of the domestic industry, and trade relations must be considered as a security priority in order to decrease the susceptibility of the economy to external shocks.
